Qualified Invoice System since
1 Oct 2023

The Qualified Invoice System has applied since 1 October 2023: buyers need a qualified invoice from a registered issuer to claim consumption-tax input credits. Structured e-invoicing uses JP PINT (Peppol) and is voluntary but widely adopted.

What is Qualified Invoice System & JP PINT (Peppol) in Japan?

Japan's Qualified Invoice System took effect on 1 October 2023 as part of its consumption-tax reform. To claim an input-tax credit, a buyer must hold a qualified invoice issued by a registered qualified invoice issuer, showing the issuer's registration number and the required tax breakdown. A business that cannot provide a qualified invoice can cost its customers their deduction, which pushes compliance through the supply chain.

The Qualified Invoice System itself does not mandate an electronic format: a qualified invoice can be paper. But Japan has standardised structured e-invoicing through JP PINT, its localised version of the Peppol international invoice model, governed by the Digital Agency as the Japan Peppol Authority. Adoption is voluntary but growing, and Peppol access is through certified service providers.

We make your software issue compliant qualified invoices and, where you want the efficiency, exchange JP PINT e-invoices over Peppol.
