Portugal e-invoicing and tax software compliance

Portugal's rules are about the software as much as the invoice: invoices need an ATCUD code and QR code, must come from certified billing software, and are reported monthly via SAF-T, with structured e-invoicing mandatory for public-sector supply. We make your billing software meet all of it.

ATCUD & QR since
2023

Invoices must carry an ATCUD code and QR code, come from certified billing software, and be reported via SAF-T. Structured e-invoicing is mandatory for B2G. A qualified e-signature requirement for PDF invoices was reported to apply from 2027.

  • ATCUD + QR on invoices
  • Certified billing software
  • Monthly SAF-T reporting
  • B2G structured e-invoicing

What is ATCUD, SAF-T & B2G e-invoicing in Portugal?

Portugal controls tax through the billing software itself. Every invoice must include an ATCUD (a unique document code), show a QR code, and be produced by software certified by the tax authority (AT). Invoice data is reported to the AT through the monthly SAF-T (PT) file.

On top of that, structured e-invoicing is mandatory for suppliers to the public sector (B2G), with the deadline for smaller suppliers reported to have moved into 2026. Portugal has not imposed a general B2B clearance mandate, but a qualified electronic signature (QES) requirement for PDF invoices was reported to take effect from 2027, and SAF-T accounting obligations have their own timeline.

We make your billing software do all of this: ATCUD, QR, certification-grade output, SAF-T, and B2G e-invoicing.

FAQ

Portugal e-invoicing questions.

What does a compliant Portuguese invoice need?

Is B2B e-invoicing mandatory in Portugal?

Portugal has not imposed a general B2B clearance mandate. Structured e-invoicing is mandatory for public-sector supply (B2G), and a qualified e-signature requirement for PDF invoices was reported from 2027.
